Closing conference of the Project “Development of the National Water Tariff Study” implemented in the Ministry of Environment and Physical Planning

In order to assess current situation in the Country and develop cost recovery system which would allow the Country to meet challenges of the sector, the Ministry of Environment and Physical Planning (MoEPP) as a main competent authority ensuring approximation of European environmental legislation, initiated project for development of National Water Tariff Study, under the Financing Agreement concerning Multi-Annual Operational Programme ‘Regional Development’ for Community Assistance from the Instrument for Pre-Accession (IPA).

The EU funded project “Development of National Water Tariff Study” started on 7th of May 2013. The implementation period was 20 months and the Project was implemented by the Consortium composed of Eptisa and Geing. The Project supported national authorities in analysis of the existing situation in the sector, development of concepts for reforming water sector cost recovery system, developing of the Economic Instrument to address challenges investing and operating water sector infrastructure, developing revised system for cost recovery, and developing the Action Plan for implementation of the proposed reform.

The proposed reform is based on the best experiences and practices from EU countries but with proper consideration of national context. Active participation of pilot water utilities from Skopje, Kumanovo and Prilep allowed ensuring that the outputs, results and structures developed as part of the project are sustainable – i.e. credible, realistic and suited to local conditions, resources and capabilities. During whole project implementation it was ensured that relevant stakeholders are properly involved and that their opinions and observations are taken into full consideration.

As a result of the Project, following main policy changes have been proposed:

  • Reform in setting tariffs for water services, including:

             – New Law to establish required legal basis

             – New Methodology for calculation and approval of tariffs

             – Institutional system including establishment of the Regulator to support implementation of the new system

  • Reform of the pollution charges system:

          – Revision of the Law on Waters to ensure that polluter pays for discharge of untreated waste water.

Sustainability of results of the Project will depend on:

1) Commitment of the Government to continue implementation of EU requirements and related reform of the water sector financing
2) Establishment of the institutional system, first of all, the Regulator as proposed in the Law on Law on setting of water service prices
3) Increased capacity at local level (both utility and municipality) in order to develop business plans and tariff adjustment plans
4) Support from the Government side to the local level in taking all necessary actions.

All these aspects were taken into consideration when developing the Action Plan for the Implementation of the Economic Instrument. Sustainability of the Project results will directly depend on timely implementation of activities foreseen in the Action Plan.

The Closing conference where the results of the project will be presented is scheduled to take place at the EU Info Centre premises on Thursday, 15 January 2014 at 11:00 hrs.

Promotional event for the ,,Supply contract for capacity building of the State Labour Inspectorate – Purchase of vehicles “

Within the implementation of ,,Supply contract for capacity building of the State Labour Inspectorate – Purchase of vehicles” financed within the IPA, Component 4 – Programme for Human Resources Development, a promotional event for admission of 20 vehicles will be organized. The event will be held on April 23 (Thursday) 2015, in front of SRC Boris Trajkovski, starting at 11:30 am.

Launch event for the project “Promoting Alternative Childcare Services”

The project “Promoting Alternative Childcare Services” is implemented by a consortium led by WYG International Ltd. The main Beneficiary is the Ministry of Labour and Social Policy. The project duration is 24 months (February 2015 – February 2017) with a budget of 1 018 500 euro.

The project aims to improve access to employment for all and to increase participation and progress of parents with children in employment by improving the national working environment.

The project’s immediate purpose is to improve the employability of parents with children by promoting, developing and offering alternative childcare services.

The project implementation is comprised of three components:

- Component 1 is a major research activity targeting a countrywide analysis of the accessibility of available childcare services and the demand for additional, more flexible forms of alternative childcare services.
- Component 2 targets developing and introducing more flexible, affordable and quality childcare services, in order to support parents with children in reconciliation of work and caring for children.
- Component 3 aims at encouraging employers to help their employees to combine work and family life.

Project Launch event will be held on 27th April 2015, at the EU Info Centre at 11:00.

Opening event of the two IPA funded Projects “Strengthening the administrative capacities at central and local level of implementation and enforcement of the environmental acquis” MK10/IB/EN/01 and “Strengthening capacities for implementation of environmental legislation at local level” EuropeAid/134079/D/SER/MK

Achieving a good level of compliance with environmental legislation is a big challenge for any country. A main target of the Ministry of Environment and Physical Planning is to improve such compliance with environmental legislation of all Macedonian citizens, industries and other stakeholders. For this sake a set of 3 EU-cofinanced actions was designed: (i) Twinning project, supporting environment inspection, (ii) a Technical Assistance project, supporting municipalities in other duties related to implementation of environmental legislation and (iii) a supply contract providing different kinds of equipment and software to improve the working conditions of environmental inspectors in the country. The 3 actions are implemented within the years 2015-2016.

The event will take place on Tuesday 28th of April, 2015 at 11:30 hr at the Conference Room of the Secretariat for EU Affairs, Skopje.

Information will be as well provided on the latest equipment provided with EU funding to environmental authorities at central and local level.

Тhe Kick – off conference of the EU – funded twinning project “Strengthening the administrative capacities on central and local level for transposition and implementing new Industrial Emissions Directive 2010/75/EU” will take place at the main conference room of the Hotel Stone Bridge, Kej Dimitar Vlahov, Skopje on Wednesday, 10th of February, 2016 at 10.00 a.m. Registration starts at 09:30



Final closing of the Project “Strengthening Capacities for Implementation of Environmental Legislation at Local Level”

The final closing event of the EU funded Project “Strengthening Capacities for Implementation of Environmental Legislation at Local Level” EuropeAid/134/079/D/SER/MK will be held on Wednesday, 6th of July, at 14: 00 hrs. in the premises of Aleksandar Palace Hotel located on bul. 8mi Septemvri 15, Skopje.
The event will be addressed by Deputy Prime Minister in charge of European Affairs Mr. Arbr Ademi, Minister of Environment Mr. Bashkim Ademi and the EU Ambassador Mr. Aivo Orav.
The Project aimed to enhance the capacities of LSGUs for implementation of the environmental legislation and to enhance the coordination among central and local government in implementation of environmental legislation. Main beneficiaries of the Project were Ministry of Environment and physical planning, Ministry of Local Self-Government, ZELS and nine pilot municipalities, City of Skopje, Gjorce Petrov, Aerodrom, Tetovo, Gostivar, Jegunovce, Ohrid, Makedonski Brod and Debrca, although there was direct involvement in Project events by a total of 48 municipalities.
The Project lasted 18 months from January 2015 to July 2016 with a budget of €0.95m. The main written project outputs were sixteen technical reports, sixteen guidance documents and 28 legal acts.
The most important technical report was the Programme of Reform that identified the need for municipalities to provide transparent environmental budgeting, focus effort into four specific areas (elaborates, B-Permitting, Waste Reporting and Module 1 of the cadastre) in the short term and to make greater use of inter-municipal cooperation into the medium term.
The guidance documents provide clear understanding of how environmental legislation should be implemented.
In addition the project provided four workshops and twelve days of training with an average attendance of approximately forty people. The training included the topics: elaborates, B-Permits, Air Quality, Preparation and Management of Water Infrastructure Projects, Waste, Local Environmental Action Plans, Noise and Water.
A study visit to Denmark was also provided.
Project outputs will be made available of the MoEPP website.
