IPA Component I – Transition Assistance and Institution Building (TAIB)
EU assistance under this component is actually assistance for institutional capacity building and support to meeting the criteria associated with adoption of the EU Acquis.
Being one of the most important components of IPA, TAIB component is open to public authorities at central, regional and local level and also gives support to organizations which have an important role in helping the Republic of Macedonia to prepare for accession and implementation of the Acquis.
Since the IPA Component I became available as of 2010 under decentralized implementation system, more than 20 public institutions (Ministries, Regulatory Bodies and other Public Institutions) have been implementing projects in relevant fields. This situation represents clear attention of our institutions to the Republic of Macedonia-EU Financial cooperation system and generally to the EU accession process. The focus of the IPA assistance under this component is Acquis alignment, public administration reform, justice and home affairs reforms, strengthening the market economy, supporting economic development, protection of cultural heritage, improving quality of statistics, promotion of minority integration, civil society development, environmental policy, education and health system reform, financial control topics etc.

IPA Component III – Regional Development
EU Assistance under this component is granted in the area of improvement of transport (road and railway) infrastructure, in particular interconnection and interoperability between national networks, and between national and trans-European networks. In addition, assistance is granted for improvement of environment protection.
Since the IPA Component III became available as of 2009 under decentralized implementation system, more than 15 projects have been implemented in relevant fields. The implementation of these projects will contribute to the modernization of transport infrastructure in the country as well as increasing the environment protection. Another important aspect of most of the operations that are financed under this Component is that they involve activities that contribute to the maturation and development of future infrastructure activities in these two areas. This further contributes to building a portfolio of priority projects that will be financed during the pre-accession period through the IPA and through structural instruments after joining the EU.

IPA Component IV – Human Resource Development
EU Assistance under this component is granted in the area of increasing the workers and enterprises’ adaptability, fostering the access to employment, combating against all form of discrimination in the labor market, expanding and improving investments in human capital, etc. The assistance is focused on three priority areas: employment, education and training, and social inclusion.
Since the IPA Component IV became available as of 2009 under decentralized implementation system, more than 20 projects have been implemented in relevant fields. These projects will contribute to attract and retaining as many persons in employment relation, to modernize the social welfare system, to increase investments in the human capital in order to accomplish higher growth, creation of improved job positions and to increase national competitiveness on international level.
