The Ministry of Local Self – Government of the Republic of Macedonia (as Beneficiary) and Ecorys Nederland BV (as Contractor) are going to organize an opening event of the project “Building effective and democratic local government” EuropeAid/132790/D/SER/MK where the results to be achieved are going to be presented.

Closing Event of the two IPA funded Project “Management Support to the Integrated Tariff Environment (ITE) Systems” EuropeAid/131366/D/SER/MK and the project “Development of the Integrated Tariff Environment (ITE) Systems” EuropeAid/131365/D/SER/MK implemented in the Customs Administration of the Republic of Macedonia

The Beneficiary institution of the projects, Customs Administration of the Republic of Macedonia (CARM), and the Consultants FAA Holding GmbH from Austria and SIVECO-BULL from Romania are jointly organizing a Closing event of the projects “Management Support to the Integrated Tariff Environment (ITE) Systems” Contract No.09-27434/1 and the project “Development of the Integrated Tariff Environment (ITE) Systems” Contract No.09-27433/1, where the outcomes and achievements of the projects will be presented.

The overall objective of both projects was the compliance with the EU requirements concerning the Community Integrated Tariff Environment (CITE) in order to bring Macedonia closer to the EU market and the Customs Union.

The main purpose of the project “Management Support to the Integrated Tariff Environment (ITE) Systems” was strengthening of the operational capacity of the CARM in accordance with EU standards in the core Customs and Taxation business areas of the European Community Customs tariff and to ensure full compatibility and interoperability of the Customs IT systems with the related EU Customs IT interoperability systems. The life time of project was fulfilled with conduction of trainings for CARM staff on the use of the ITE systems with aim to increase the administrative capacity in technical knowledge and administration of the components of the ITE systems. The changes in the legislation, regulations and operational procedures were produced, and recommendations on the organization of the tariff sector were provided. The project also ensured quality assurance and acceptance on the deliverables provided by the SIVECO-BULL project.

The main purpose of the project “Development of the Integrated Tariff Environment (ITE) Systems” was the development of software compatible with the EU and national ITE systems, consistent with the application of tariff and commercial legislation throughout the Customs Union. The software was designed, adapted, developed and implemented technically compatible to the national system. This included both the methodologies and procedures for the maintenance of this system and the automated tools to assist the process. The project ensured that the system was consolidated, tested and now is in place and fully operational, assuring the maintenance of the ITE systems and its dissemination to the Customs staff and Trade Community. During this process, the CARM staff was trained for the management/maintenance and actual operation of the ITE systems software applications.

The Closing event of both projects will take place in Restaurant “Vodenica” Skopje on Tuesday, 21st of October 2014 at 11:00h.

Opening event of the EU – funded project “Promoting Social Dialogue”

On Wednesday, October 22nd, 2014, starting at 10:15 h at Hotel Holiday Inn, Skopje a promotional event will be held for the start of the project “Promoting Social Dialogue”. This project is funded by the Instrument for Pre – Accesion Assistance (IPA), Component IV “Human Resources Development 2007-2013″. The project duration is 24 months, starting from October 2014 and finishing October 2016. The value of the contract is Euro 1,371,071. The main beneficiaries of this project are the Ministry of Labour and Social Policy (MLSP).

The overall objective is to extend and enhance tripartite and bipartite social dialogue as a means to achieve economic growth and social progress.

To inhance institutional capacity of stake holders in charge of tripartite and bipartite social dialogue in terms of sustainability, efficiency and functionality in order to provide a comprehensive participation of all the relevant stakeholders, especially of the social partners, in the creation, development and implementation of economic and social policies;
To strenghten social partnership on the industry/branch/company level including a coordinated and effectivemachinery of collective bargaining;
To establish an operational mechanism of amicable settlement of labour disputes and to train specialized conciliators and arbitrators for labour disputes.

The operation will include three components addressing the following main priority issues:

1. Enhancing the tripartite social dialogue on national and local level;
2. Encouraging collective bargaining and setting sectoral collective bargaining infrastructures;
3. Establishing an operational amicable settlement of labour disputes.

The project is implemented by direct grant of the International Labour Organization.

CLOSING CEREMONY of the EU-funded Twinning Light Project “Support to the Monitoring and Control of the OP HRD Funded Operations”

The overall objective of this project worth € 250.000 was to achieve efficient and sound management and implementation of the OP HRD (Multi-annual Operational Programme “Human Resources Development” 2007-2013) in the framework of decentralized management, in accordance with the IPA Implementing Regulation and the Financing Agreement concerning the OP HRD 2007-2013.

The project started in March 2014 and in the past 8 months it was implemented by the Twinning partners – the EU Member State partner from Lithuania and IPA Operating Structure of the Beneficiary country institutions – Central Financing and Contracting Department of the Ministry of Finance, the Ministry of Labour and Social Policy and the Ministry of Education and Science.

The project helped to increase the capacity of the institutional set up for monitoring on project and programme level as well as to strengthen the capacity of the Operating Structure in monitoring and control of OP HRD funded projects in compliance with the EU regulations and the best practices.

Since the beginning of the project a lot of significant results have been achieved while working together with the EU Member State partner and the Beneficiary country institutions. A number of revisions were made in the Operational Agreements for HRD Component and Manuals of Procedures for IPA Coordinator, a series of trainings, workshops and seminars conducted on various aspects of monitoring and control functions of the Operating Structure, revised Guidelines for Grant Beneficiaries developed, recommendations for application of the principles and methodology of the Results Oriented Monitoring System of the European Commission prepared and other activities foreseen in the project were implemented during the period of this project.

The Closing Ceremony, scheduled on 11th November 2014 (Tuesday), at 10:00–13:00 o’clock will take place in the EU InfoCentre, at the address Sv Kiril I Metodij 52B, 1000 Skopje. The working language of this event is English but simultaneous interpretation will be provided.

Final Event of the EU funded Project – Organic Agriculture Production and Quality Protection of Agriculture Products

On Monday, November 17th, 2014, starting at 11:00h at the EU Info Centre, Skopje a final event will be held for the successful implementation of the Twinning project “Organic Agriculture Production and Quality Protection of Agriculture Products”. This project is funded by the Instrument for Pre – Accesion Assistance (IPA), Component I – “Technical Assistance and Institution Building 2009”. The project duration was 19 months, starting from April 2013 and finishing November 2014. The value of the contract is Euro 690.000. The main beneficiary of this project is the Ministry of Agriculture, Forestry and Water Economy (MAFWE).

The main purpose of the Project was to strengthen the national and regional capabilities that are required to tackle the priorities for EU accession and market-oriented reforms and development of the sector in the area of Organic agriculture production and Quality Protection in accordance with the EU legislation.
